It is thought that this type of cigar lighter was perhaps made for use by military officers, as indicated by the flaming cannonball/grenade below the dragon's right foot. A wick would protrude from the tube from the dragon's mouth and burn continuously, while the removable arrow fixture to the dragon's chest served as the opening to the reservoir for lamp oil. Several variations of this lighter exist, most in silver-plate, including some that attribute the dragon figure to the comic tale of the Dragon of Wantley.
Front foot bent resulting in ball to right foot being suspended in air, light pitting to wick mount, scattered pitting, otherwise good condition with surface scratches commensurate with age, polishing, and use.
