Rolla Sims Taylor was born in Galveston, Texas. He began painting in 1890 and moved to San Antonio the following year. He studied with Robert Onderdonk and José Arpa, and was later influenced by Julian Onderdonk. In addition to receiving a law degree from the Cuero Institute, Cuero, Texas, Taylor was a charter member of the Coppini Academy of Fine Arts and a member of the Texas Fine Arts Association. He exhibited in the 1910 Cotton Carnival and other San Antonio competitions.
