A lithographer and painter, Charles Traylor Bowling was born at Quitman, Texas. He began painting in his mid-30's while recovering from an illness. Bowling studied with Alexandre Hogue, Frank Klepper, and Olin Travis at the Art Institute of Dallas, where he later taught. Eventually, this group would become known as the Dallas Nine, making Dallas one of the most dynamic centers of American Regionalism during the 1930s and 1940s. They turned away from the traditional subjects of Texas art. Instead of the portraits, grand historical events, impressionistic landscapes, and idealized genre scenes previous generations of Texas artists, they focused on the everyday people and places of Texas.
Bowling's West Texas Tank, 1940 is a classic example of Texas Regionalism. He has combined elements of realism, surrealism, and modernism in a style that conveys his own inner-vision of rural life at the end of the Great Depression. Many regionalist works rely only on an eerie stillness to convey the psychological and physical isolation of human existence in the vast spaces of West Texas, but in this work Bowling's rapidly spinning windmill and ominous storm clouds increase the anxiety and vulnerability of those at the mercy of the elements.
