Thomas E. Powers created this newspaper cartoon titled "Spanked From Washington" for publication in the New York Journal in the 1930s. Soviet leader Joseph Stalin and his associates Giorgi Dimitrov and Maxim Litvinov get a chuckle out of U.S Secretary of State Cordell Hull's warning against Soviet interference in American politics by the Communist International via the American Communist Party in the 1930s. President Franklin Delano Roosevelt established relations with the Soviet Union in his first year in office, yet he had to appear tough on communism. In this period Dimitrov was head of the Communist International, Litvinov the People's Commissar of Foreign Affairs for the USSR. What former President Theodore Roosevelt "would have said" is illustrated at the top.
T. E. Powers joined William Randolph Hearst's New York Journal in 1896 and created comic strips and political cartons for nearly 40 years. His early comic strips include Our Moving Pictures, Mike and Mike, and Mr. Nobody Holme. The last was filmed as an animated cartoon. Mr. Powers was reputed to be President Theodore Roosevelt's favorite cartoonist.
