The U.S. Military Training Camps began in the summer of 1913 as an experimental training program for young college men. Extensive publicity of these camps developed the nation's awareness of the preparedness movement. Theodore Roosevelt was a great advocate of the camps stating, "The military tent, where boys sleep side by side, will rank next to the public school among the great agents of democracy." On a lighter note, referring to the volunteer trainees at the camp held in Monterey in 1916, General J. Franklin Bell is quoted describing "all the hot bloods of San Francisco. I saw more Rolls-Royces and other fine cars around there than I have ever seen collected." Leonard Mosley in Marshall, Hero for Our Times, (New York: Hearst Books, 1982), pp.45-46.
