The covered two handled urn-shaped presentation cup, bursting from a chased repoussé base of waves from which rise in three-dimension tails of sea creatures and two Tritons each blowing a shell horn and in their left hand a floating sword, from the center of the base springs a mass of marine plants which support the urn-shaped cup, the base of finely chased repoussé undulating ground with leaves extending to hold the cast and chased figures of Hercules with club battling the Lernaean Hydra, upper rim of urn banded with cast and chased acorns and oak leaves, the lid of a finely tooled undulating ground crowned with a cast and chased figure of Britannia wearing a helmet, a shield to one side and a lion to the other, in her right a scroll and in her left a spear.

In 1832 The Reform Act was passed in Britain, which reworked the electoral system that had remained unchanged for hundreds of years. To commemorate Charles Hanbury Tracy, Esq.'s efforts in promoting the passage of this Bill, the Independent Electors of Tewkesbury commissioned John Squrrier to design this silver gilt covered presentation cup which was executed by Joseph and John Angell.

The presentation cup is crowned with Britannia holding the Reform Bill in her right hand. At either side, figures of Hercules destroying the Hydra express the triumph of British Liberty over the corrupt system which the Reform Bill was calculated to destroy and the foot of the vase with its aquatic theme pays tribute to William IV the "Sailor King" who was instrumental in the Bill's creation.
